Erie Parks, Recreation, Open Space + Trails Strategic Plan Update

The Erie Parks, Recreation, Open Space, and Trails (PROST) Strategic Plan is an update to the 2016 Parks and Recreation Department Master Plan, focusing on refining community goals and key strategies to advance program opportunities, operational efficiencies, and fiscal management of parks, recreational, open space, and trails. A second component is the Performing Arts Feasibility Study. This study includes an analysis of the market demand and programs and financial implications for a future performing arts facility. The goal is to expand cultural and performing arts resource opportunities in the community.

Community Engagement

Community outreach is central to the Playbook, ensuring that the needs and priorities of Erie residents and stakeholders are captured. A Community Engagement Plan (CEP) was created to guide this process, incorporating various events and initiatives to gather diverse perspectives.

As part of this engagement effort, the Arbor Day event allowed residents and visitors to provide feedback on future parks and recreation programming by identifying activity preferences, gaps in current offerings, and top funding priorities, such as improved trail systems and new parks. Stakeholder interviews and focus groups with youth advocates, government boards, businesses, and accessibility enthusiasts also offered key insights. The Community Open House drew 80–100 residents and highlighted interest in fitness programs, a new recreation center, and inclusive facilities.

A Vision for Erie’s Parks and Recreation

Erie’s PROST map shows the existing and future parks, recreation, open space, and trails for the Town. It serves as a roadmap to guide the locations and development of future facilities and maintain existing facilities and lands.

By embracing the priorities and strategies outlined in this plan, Erie will continue to strengthen its identity as a community that values health, nature, and shared experiences. Grounded in the six guiding goals of Equitable Access, Stewardship of Open Lands, Connected System, Community Identity, Fiscal Sustainability, and Future Growth Resiliency, this Playbook provides a clear framework for both immediate action and long-term success. Each action will bring the vision closer to reality, ensuring that future generations inherit a landscape rich in opportunity, beauty, and belonging.
